On April 21, 2025, the Business Leaders’ Coalition for Global Health (led by Ken Shibusawa, CEO, Shibusawa and Company, Inc., hereinafter “the Coalition”), in which Ʊ is a member, visited Japan’s Health, Labour and Welfare Minister Takamaro Fukuoka and delivered him a “Request to Increase Support for Global Health through Corporate Activities and Official Development Assistance (ODA)”. Ʊ’s CEO Haruo Naito also participated in the visit.
As the environment surrounding health care is changing dramatically across the globe, Japan “leading the world’s healthcare” as a forerunner in global health is one of the visions indicated in the Ministry of Health, Labour and Welfare proposal “Japan Vision: Health Care 2035”. In the letter of request, the Coalition requested that the Ministry of Health, Labour and Welfare take the following six actions:
- While promoting the enhancement of drug discovery infrastructure and the development environment for pharmaceuticals and other products, support domestic and overseas research and development programs. This initiative should be delivered by focusing not solely on contributing to the domestic market in Japan, but rather considering the needs of developing countries to leverage Japan’s R&D abilities to provide solutions for global health issues.
- Enhance the framework for governmental support to promote procurement of products and services from Japanese companies by international organizations in the field of global health.
- Demonstrate Japan’s strong commitment to its role in global health at TICAD 9, with the aim of expanding support to Global South countries facing significant health challenges.
- Strengthening security to “protect global health” contributes to safeguarding the lives of Japanese citizens. While ensuring wise spending, strategically expand spending for global health within Japan’s total ODA budget, including investments in digital technologies and innovation. In addition, mobilize private investment by promoting global public-private partnerships and impact investment focused on solving challenges using ODA as a catalyst.
- Strategically respond to funding requests from international organizations in the global health field in coordination with the Ministry of Foreign Affairs, while considering the opinions of Japanese companies. In particular, regarding financial contributions to Gavi Vaccine Alliance and the Global Fund to Fight AIDS, Tuberculosis and Malaria, which will be holding investment strategy meetings this year, actively pledge support to ensure Japan maintains its board seats, thereby strengthening Japan’s influence within international organizations.
- Based on the Global Health Vision of the Ministry of Health, Labour and Welfare of Japan, comprehensively and strategically promote global health diplomacy as an All-Japan effort by enhancing collaboration with UHC (Universal Health Coverage) Knowledge Hub and relevant ministries and agencies. In addition, further strengthen the development and utilization of human resources in the field of the global health through the “Global Health Resource Pool.”
